What are EEA Grants?

Through the European Economic Area (EEA) Agreement, Iceland, Liechtenstein and Norway are partners in the internal market with the Member States of the European Union. In order to promote a continuous and balanced strengthening of economic and trade relations, the parties of the EEA Agreement have established a multi-annual Financial Mechanism, known as EEA Grants.
The EEA Grants aim to reduce social and economic disparities in Europe and to strengthen bilateral relations between beneficiary and donor countries.
For the 2014-2021 period, a total contribution of € 2.8 billion has been agreed to 15 beneficiary countries. Portugal will benefit from a budget of 102.7 million euros.

What is the Oeste Adapta Project?
 
The project “Oeste Adapta - Planning of Municipal Climate Adaptation in the West Region”, is led by OesteCIM - Intermunicipal Community of the West, in partnership with CEDRU - Center for Studies and Regional and Urban Development, Lda and Vestlandsforsking (Western NorwayResearch Institute).

Essentially, the Oeste Adapta Project is composed of 3 components that aim to provide the Municipalities of the West with instruments to promote climate adaptation and human resources prepared to ensure their implementation and monitoring, but also with local communities informed and prepared to deal with climate change.

Component:
Municipal Climate Change Adaptation Plans

Description:
  • Elaborate 11 Municipal Plans for Adaptation to Climate Change in municipalities without a local planning instrument for adaptation to climate change.
  • Elaborate 1 Municipal Plan for Adaptation to Climate Change (Torres Vedras) in a municipality with Municipal Strategy for Adaptation to Climate Change.

Component:
Training program in planning and setting up operations to adapt to climate change

Description:
  • 3 training workshops for municipal technicians in the departments of urban planning, environment and civil protection.
  • 12 municipal training meetings were held with technicians from the departments of urbanism, environment and civil protection.

Component:
Regional and local awareness of climate change

Description:
  • Realization of 12 local adaptation councils, with the involvement of relevant local sectoral entities, presenting current and future vulnerabilities and discussing adaptation measures.
  • 2 regional seminars on local adaptation to climate change. 
 
General objectives of the Oeste Adapta Project

The Oeste Adapta project will aim to achieve the following objectives:
  • Promote the integration of the Intermunicipal Plan for Adaptation to Climate Change in the Western Region at the municipal level;
  • Provide the municipalities of the West Region with a strategic and operational instrument for adapting to climate change that increases local resilience;
  • Promote the integration of adaptation to climate change in the Municipal Spatial Planning Plans, taking advantage, in particular, of the window of opportunity associated with the review processes of most of the Municipal Master Plans that are currently underway.
  • Define an operational framework for adaptation to climate change to be implemented by 2030;
  • Increase the adaptive capacity of municipalities by promoting the training of municipal technicians in the field of local climate adaptation;
  • Increase the sensitivity and preparedness of local and regional actors to deal with the implications of climate change.
