What are EEA Grants?
Through the European Economic Area (EEA) Agreement, Iceland, Liechtenstein and Norway are partners in the internal market with the Member States of the European Union. In order to promote a continuous and balanced strengthening of economic and trade relations, the parties of the EEA Agreement have established a multi-annual Financial Mechanism, known as EEA Grants.
The EEA Grants aim to reduce social and economic disparities in Europe and to strengthen bilateral relations between beneficiary and donor countries.
For the 2014-2021 period, a total contribution of € 2.8 billion has been agreed to 15 beneficiary countries. Portugal will benefit from a budget of 102.7 million euros.

What is the Oeste + Igual Project?
The Project intends to be a pilot project in the implementation of policies and good practices in the areas of Gender Equality and Reconciliation of Professional, Family and Personal Life. With OesteCIM as promoter and the Center for Gender and Equality (Norway) as project partner, the Project Oeste + Igual will promote a sharing of experiences and good practices between the partner and the intermunicipal structure of OesteCIM. This sharing will allow the design of effective policies that meet the identified needs, optimizing the use of resources and constantly measuring the impact of the implemented measures.
The project is funded by the EEA Grants under Open Call # 5 - Projects to promote equality between women and men at the local level, under the Conciliation and Gender Equality Programme, with a total cost of 249 857.74 euros, of which the component funded by the EEA Grants is EUR 249 857.74.
The Oeste + Igual project aims to:
- Constitute itself as a pilot project in the development and implementation of effective policies and instruments in the areas of Gender Equality and Reconciliation of Professional, Family and Personal Life, in the 12 municipalities of OesteCIM, in partnership with the CGE
- Share experiences and good practices in the areas of Conciliation and Gender Equality between CGE and OesteCIM
- Capitalize and promote the scalability of the results of projects previously promoted by the EEA Grants programme, through the implementation of instruments and indicators provided by the Local Gender Equality project
- Implement tools to promote equality between women and men in local and regional policies
- Promote the scalability of the project's results to the other intermunicipal communities (CIM)
- Implement joint measures and actions that contribute to the territorialization of ENIND (National Strategy for Equality and Non-Discrimination) and respective action plans
General objectives of the Oeste + Igual Project
- Contribute to reduce economic and social disparities in the European Economic Area
- Strengthen territorial cohesion and bilateral relations between beneficiary and donor countries
- Contribute to the promotion of equality between women and men at local and regional level
- Implement national, regional and local policies, as well as the guidelines of the EEA Grants’ Work-life Balance and Gender Equality Programme and ENIND
- Develop an intermunicipal diagnosis of the West Region for Conciliation and Gender Equality
- Explore participatory diagnostic techniques, diagnostic plans, indicators and good practices developed in the Local Gender Equality project (EEA Grants 2009-2014)
- Promote the sharing of good practices of conciliation and gender equality already tested in Norway (Benchmarking)
- Develop the action plan for the Oeste + Igual project
- Contribute to the fulfillment of the objective outlined in Output 2.2 of Work-life Balance and Gender Equality Programme, by implementing measures to promote Gender Equality in the 12 municipalities in the West Region
- Train municipal executives and technicians on the measures to be implemented, contributing to achieve the objective of Output 2.2 of the Work-life Balance and Gender Equality Programme, involving at least 72 professionals from OesteCIM and the municipalities that constitute it and around 108 technicians of the organizations that make up the Social Innovation Network of the West
- Create the West Observatory for Conciliation and Gender Equality as a hub for regional knowledge on Conciliation and Gender Equality policies
- Coordinate and continuously monitor the development of the project
- Implement the project's communication plan
- Disseminate and demonstrate the final results of the project at the level of entities and companies in the West Region and for the other CIMs and other entities of the Public Administration
